		Oh, well there are many hosts. One which I recommend is
www[dot]HostGator[dot]com for domain host.
They have a good uptime and cPanel, and Softaculous(Which lets you install forums easily)
But you still require knowledge of how to install and use the forum/website

There is no way to get a domain without buying anything, because the hosting company needs to pay ICANN fees for having domains to give out.
