i am new to all this with a VPS, but i find them better to use. Anyways i was wondering whats good specs to have for a sa-mp server with average of 15-30 people and with a website with a forum running. Whats good specs to reduce lag and to make it faster and more smoother.

Make sure you have a nice amount of CPU power available. 256MB will be fine. If you install a small webserver (Nginx/Lighttpd), then your memory footprint will be a lot lower. MySQL is the biggest RAM eater, or optimist your SQL server.
