Check if the port of your server IP is correct.

what yu mean forever?! i cant find config.cfg and public 1 ! i just have server.cfg in cfg format

Ignore "Forever_Alone".
You cannot enter your own server (if the server is running in the same network as you) with your public IP, only others can. You have to connect with 127.0.0.1.
So, YOU connect with 127.0.0.1:PORT and OTHERS connect with PUBLICIP:PORT
You can SEE the server online on the public IP if you port forwarded correctly, but you can't connect to it.

Go to your command prompt in your computer (Start > Run > cmd.exe) and type in "ipconfig".
Look at the ipv4-address (Will usually be something with 127.168.1.<something>). Go to your router settings and forward port 7777 on that ip. Then go to samp and join the ip "127.168.1.<something>:7777".
You can also go to your GTA San Andreas installation folder and run samp_debug.exe and press "Connect Localhost".

If you can see that your server is online on the Public IP, that's fine! But YOU can't connect on that ip, you must connect at 127.0.0.1, but the IP you will have to give to your friends is the public IP.
When you connect to 127.0.0.1 and they connect to your public IP, you will be on the same server.
