"Server didn't respond, retrying"

When I try to load my server, I get "server didn't respond, retrying". I have correctly port-forwarded and I am using Raven's script, I have also followed all instructions. It just repeats that message, is there some sort of plugin error or script error?

Go to your San Andreas installation folder and run samp_debug.exe and click "Connect localhost".

This could possibly be the problem, update your server to 0.3c and try again

You should have the latest version of the SAMP Server. You probably already have the latest version of the Client
