i have server and i know ip adrese i have web and i what to join server when i add weburl.com:7894...

You have to point your domain to your server IP address & then people will be able to play your server via 'yourdomain.comort'.

Yes, like he said, you need to own a domain, you can usually find tutorials out there, but I don't think any of them involve SAMP.

Plain and simple: Go to the DNS settings of your domain (I suppose you know where to find those). Then add an A record to the list with something like server.yourdomain.com (don't add port numbers here) and point it to the IP address of your server.
