Get a scripter to script and better buy server and get some players

Pick a server host from the SA-MP listings, then basically look for tutorials in the forum on how to add things into your game.

To get the coordinates of a place. Go-Ingame stand in the place of where you want to get them. Then type /save
then come out of the game and go into My Documents. Click on GTA then SA-MP then click on saved positions. There you go, your x,y and z positions!

To add a car use createvehicle.
