Any ideas on how to make a monitor server, like the Game Monitor, etc

Westie's Query API is rather good (https://sampforum.blast.hk/showthread.php?tid=104299) however you'll require some PHP knowledge to use it to make what you want to, not too much though since all you have to do is call the API functions.
