Never used it myself.
But I think you will have to download a program which sends, every time your computer starts, your ip to the server and the static ip will be forwarded.

Get a free domain name from companies like No-IP or DynDNS that redirects to whatever your current IP address is.
Purchase a static IP from your ISP.
Or just leave your DSL modem on so that it rarely resets.
Those are basically your only options.

Wait some months until samp uses IPv6, there wont be dynamic ips anymore then, as Ipv6 uses exactly one IP/device.
Static Ipv4 ips will cost you something, so just use no-ip.com then, as said before. Wont cost anything, you will just have to configure your router. Takes around 5 minutes.
