i can install it, find it, but it says
/imageshack/img141/3...allproblem.jpg
it says
''Windows can't run this device ,path or file. You may not have the permissions.''

What to do? already uninstalled/installed GTA and samp twice and tried running as admin

Maybe a firewall issue? Try to disable your firewall for testing, especially the windows firewall/security center. What windows version are you using?
