I don't think the lag shooting should be fixed (but other kinds of sync fixes are still good). It is the way it works to attract us to play SA-MP. If lag shooting is fixed (so that you can hit a player by hitting his skin), there's no difference between SA-MP and MTA.

If you need it, you can now script the server-sided health with OnPlayerGiveDamage and OnPlayerTakeDamage, but I don't think the fix (or change) will be added by default.

Maybe a way to change it in server.cfg or in gamemode..

In all honesty, I wouldn't be suprised if it came between the 20th and 30th of December - anyone remember the release of 0.3c?
