Outdated plugins or samp server version. Update all your plugins to their most recent versions, recompile your scripts and make sure your samp server version is up to date. As for example, you cannot use 0.3.7 functions with an older samp version. As well, you cannot use functions of plugins without including the plugins or having them in your plugins directory.
