You need to set up a MySQL server, use WAMP (comes with phpmyadmin, apache, and mysql).
Upload the database through phpmyadmin, configure the mysql details on the script. Compile the script (should give you an amx file which is needed to start up the server), make sure you are using the latest includes and configure your server.cfg (make sure you have the right plugins as well).
