I think I finally fixed it! (it has been working with no problems for the past 2 days!!
All you have to do is run GTA_SA and the samp application in compatibility mode with windows 98/ME and as an admin!

To configure the compatibility mode for an application, just locate the installation directory and right click on the .exe, selecting Properties from the menu.
