No I do not have mods as I've reinstalled the game twice.
EDIT: Fixed it by going into Computer > Users > -Insert Username Here- > AppData > Local > VirtualStore > Program files > Rockstar Games > GTA San Andreas. And then deleting the SA-MP folder there.
