Go into task manager, processes and click "CPU" at top to sort by which is using the most.
By this, it seems services.exe and vmipvse.exe are using a ton of usage. Look them up on ****** to see their functions, and if they're not needed to be run, end their processes (right-click > end process).
If they are necessary, you may have a virus or something else infecting those applications.
