You could probably make a makeshift limiter, that could work pretty well. You would need to get the speed of the car, then check if it's over 90, and then set the velocity of the car back to 90.

So yes it's entirely possible to make a nice speed-limiter that you described, although I'm un-aware of an existing one.

There's scripts that don't physically limit the speed of the vehicle, but will penalize you for driving over the speed limit.
