You can recognize a SSL(Secure Socket Layer) protocol by the https(for example paypal.com)
These Protocols send their public key to the browser of the user and this browser then is able to check back if its a valid Protocol or not

basicly you need this to be sure that you can have secure transactions on the site
or short that the site is secure

I guess if you reread the site you might understand it...
