I can confirm this too, I know they were once before synced, well at least they would explode for other players, I tested this yesterday with my friend, the explosion appeared on his screen, for me the satchel's were in place, no explosion, I could see the detonator, but other than that - nothing !
And yes, I was inside of his streaming radius.
