It's not a bug. AFAIK Kalcor has had difficulty making Pay N Sprays work properly. (E.g. only making the driver pay and not passengers, and syncing the new color for all players). That is why he stopped them from changing the vehicle color and just made them repair it. It would be good to see Pay N Sprays work properly in future versions, as they do in single player, but for all players. But if it can't be done then it can't be done, we can live without it.
