CreateVehicle has a respawn delay param (in seconds), you forgot that hence the warning

CreateVehicle(597,1564.9447,-1607.3932,13.0625,359.6185,14,14); //LSPD Cruiser

Your other CreateVehicle lines are ok. Pretty sure you coulda fixed that if you bothered to look :/
