I suggest downloading mEdit 0.32, there is a option to load parts of the San Andreas map, change the time setting to 1am so it's night time.
This will illuminate the bright objects (Lamps/lights/bits).
Click on these bright objects to get their ID's, stick them in notepad.
Use another map editor to create maps with these bright object ID's which will surely give a christmas feel to any map.

Or, just use a map editor to create repetitive bullshit map that's been released every year (zzzzzz).
