Is ping in SA-MP measured in milliseconds?

I was on a server today and a few people including myself were discussing how one player that was online had a ping over 1,000. I said that 1,000 equals 1 second, and another player said that was wrong and started mentioning some sort of format involving fragmentation.

I decided to do some research and found this on Wikipedia:

According to Wikipedia, ping is measured in milliseconds. My question is:

Is ping in SA-MP measured in milliseconds?
