First of all. You got real version of gta san andres?
If yes. Then do this:
Delete everything about gta san andreas. Like:
GTA San Andreas user files, Unistall gta san andreas after that and unistall samp.
If that won't work. Make new account to your computer.
Then install gta san andreas to new account. Then samp. And it will work.
Remeber don't install mods or hacks/cheats.
Making new account to computer and install gta san andreas there and samp is 100 % working style.

Oh and those errors come if you:
-Change name while you are ig
- installing mods
- installing cheats
- If you don't use gta san andreas buyed game.
