I don't think anyone will make 3 things for you,
a) checkpoints are made with SetPlayerCheckPoint >> OnPlayerEnterCheckpoint (or similar)
SetPlayerWantedLevel SetPlayerMoney+GetPlayerMoney=GivePlayerMoney
b)SendClientMessageToAll when it's xth kill and killingspree[playerid]=0 under OnPlayerSpawn as it's working for 2 cases - new and died player.
c) kcmd zcmd dcmd or any other way make a command and check if is near criminal with IsPlayerInRangeOfPoint
Use sa-mp wiki with these commands and you'll soon make something.
