OK, I solved the problem, I've seen more than 20 people with same problem as I had, but coukldn't solve it...so here is the solution...
The problem comes when you install (for example) 0.3a when you have 0.3b installed (I did it because I'm playing on two servers, one wasn't patched to 0.3b). When you install an older version, I assume some newer files aren't replaced, ore there is some .ini file in the folder that bothers them both later...
But, this isn't important. First, unistall 0.3x(whatever version you have), then unistall San Andreas, later delete GTA San Andreas folder. Then reboot and install san andreas and newest SAMP over that. Right click samp.exe and select properties. Go to compatibility, check the box if it isn't and select "Windows 98/ME".
It should be working now
