I live in Canada and PR-RP is European based always been, Europe has lots more players than North America does and ping doesn't really matter to me because SA-MP most people are well over "120 ping" that are connected any server you play at, Just being in UK or somewhere around there is okay for east/central North America and okay for Europe area.
Pretty much I find if you live in West Coast than go with somewhere North America, If you live in East Coast go somewhere like UK or France or Germany or Netherlands as your pop can likely be better in those type of areas.
