Happend to me alot of times, two things i tried was:
1. Loading cars from scriptfiles, .txt or .ini files
2. Used a basic streamer
Some say this happens because alot of cars are added, or too many cars were placed in one position with radius 5 to 10.
Try those 2 things see if it works.
