new NotAllow[MAX_PLAYERS]; at the top

and under ur dm command u write: NotAllow[playerid] = 1;

and on the text: if(NotAllow[playerid] == 1) SendClientMessage(and all the stuff here)

writing on htc, so dunno if it is right.
