In SAMP you can't. In MTA I think you would be able to.
But if you for example made a new cop car instead of the old ones. And wanted everyone to see it, then everyone would need to download it from somewhere.
Else they would just see the old one. And downloading addons like that for players when joining a server aren't fun, so after my theory, you would just loose players.
Or no one would download and see it, or drop playing at your server.
