You are going to have to raise your budget significantly to play GTA IV with a half decent framerate.
The ATI Radeon HD 3200 in the HP Pavilion has effectively no hope of playing GTA IV well, and the story is the same with the Intel integrated chip in the Asus Essentio.
Also, note that IV really, really, really likes loads of processing power. So to play it well you would need to aim for a higher end dual core (such as the Core 2 Duo E8400) or a quad core.
The systems are also on the low end of the scale for SA-MP; you would probably need better graphics performance to play it nice and smooth on more than low settings.
