Damn, I made something similar to this but never got round to implementing the per KM pricing. It has just one price for everywhere. I like the idea of creating locations dynamically though, so well done to you 
EDIT: Just realized you don't actually create dynamic locations, lol. What a bummer! This is something I will look at adding to mine though, maybe your script can help me to understand per KM pricing! :P
