Like you've been told countless times on IRC:
It's supposed to be in the filterscripts directory, read https://sampwiki.blast.hk/wiki/Controlli..._Filterscripts
- Load the filterscript at http://forum.sa-mp.com/index.php?topic=47456.0
- Script your gamemode to not allow such nicknames
- Get a proper server OS (Linux)
- Buy a server at one of the server providers who use Linux
