[FS]Engine On/Off by LarzI

Description: A filterscript which includes two commands: /startup and /turnoff... Different timers for cars and bikes...

UPDATE #2: Added a passenger chat function, both for driver and passenger!
And fixed the thing when you exit vehicle after doing /turnoff
Also, forgot to tell ya but, this is my first FS xD

UPDATE #3 (BETA): Tried to add a hot wiring function for players who are thiefs, but it's not tested yet.
Players has to be thieves to use the function, and I've added two new commands: /bethief and /quitthief
just so it's able to test

USAGE: Just type /startup and /turnoff in-game
