I need to bend the server to my will!

Recently, i've been getting into hosting GTA:SA servers ( Im A CrewMember of a lanparty in holland)
But i have a few questions\errors that i need taken care of!

1. i've downloaded a few scripts messed around but i keep getting the error
SERVER:Unkown Command.
I've had this with the Raptor Admin Script (as seen herehttp://forum.sa-mp.com/index.php?topic=78061.0)
also with some other small Admin Scripts, but i guess the problems are related
(i also cant seem to make my self the master admin , but ill post that problem in that topic to)

2. I Also downloaded few Gamemodes and succesfully installed them.
I've tested them all and are nice and tidy in the server.cfg
My question to you is ; How do i quickly switch the gamemode.
(also i am not sure i did it the right way so if you could show me how that would be fantastic!)

3.I've been cruising the internet for more content to add at the server, and i came across dozens of maps,
but all they seem to give me is a piece of code which is filled with coordinates and the placing of gameobjects
so i guess my question is ; How do i add it to the game!

4.With Friends I've fooled around with gamemodes and all sorts of stuff, real fun and all , but i was kinda irritated by the fact that there are no npc's walking\driving\flying\shooting or anything is it possible to get it like singleplayer?

5. This one is kinda a follow-up to question 4,
I've also been kinda irritated by the fact that its a freeroaming map and all the 3 islands are accesible,
can i diminish the size of the accesible area to like Grove street ? or someting else ?

I cant think of any more defects to the server ,
so if ill think of any more ill post them
