Uhh, pretty sure you can't fly helicopters either.
At least last time I played LCS (on PS2 a few years ago) there were no helicopters or planes.

According to some nerds, the reason behind it is Rockstar Leeds (dumbasses who helped on LCS and VCS) decided to completely screw up buildings and make them have no solid roof. I can't remember exactly what it was, but it was something like that, so if you flew around you didn't see any roof properly or couldn't land on it, so they took all helicopters and planes out of the game instead of trying to fix it.
