Wich version of SA:MP do you use?
I've heard the ELM (Emergency Light Mod) is synced in 0.3, wich
makes the headlights flash like that.
Also, If you've got the ELM installed with a carmod that has
CLEO-ELM lights on it, they will also flash, makes it look awesome.
You can download cars that supports ELM + the latest ELM mod at

(All cars I've seen there supports ELM, as I think It's a requirement)
There's GTA SA, IV vehicle mods, and other great mods. (Mostly Emergency Vehicles, like FD, PD, EMS etc..)
The latest (6.0) ELM mod does only fix visual damage (client side).
Previous version fixed the whole car
wich got people banned / reported.
Also, the latest mod keeps on going after you exit your car
(Yes, also in SA:MP)
