I think u didn't download the SAMP-Server file Correctly/Completely or maybe an error has been occured while downloading (What i mean with ERROR HAS BEEN OCCURED WHILE DOWNLOADING means it says the download is complete, but actually it's not)

Try re-download it. There should be samp-server.exe file!
