The static version does not apply to CentOS systems (as far as I'm aware). If it does, it should be used when you only are using the 64 libmysqlclient, or if you can't install that at all.
Also, did you try running it on a different system yet as I suggested?
If desired, I have an Ubuntu Server 20.08 system you could use to run some tests. PM me if you can't use a system yourself (eg. when unable to run a vm)
