I understand that you got discouraged in the past because of version 0.3.8, something that the community has asked for so much and misused, but I want you to understand sa-mp only works if you have players on the servers, you can't move to a version that don't be official, as you now seem to want to do 0.3.9, be ready to make it official, I'm sure the servers will be updated.
Maybe leaving the optional option would be a big step.
