There are plenty of websites out there for advertising your server. However, I can't post them because it's most likely not allowed. A quick search will find them for you though. Otherwise, if you want to advertise on the SA-MP forums but don't have enough reputation, just contribute more and you'll build up enough reputation (gradually) to be eligible to post in the advertisement section.
