I don't see anything abnormal in your screenshot apart from the packet loss.
I would try to figure out if you have packet loss to their server outside SA-MP (ping/traceroute). Unfortunately, normal pings (ICMP) are disabled due to attacks. traceroute would still work but may not provide any useful information.
You would have to ask on their forum how to ping their IPs/datacenter to check routing. Try contacting one of the admins via PM on the their forum.
