As i saw, there is pastebin link in there go ahead and get the codes from it and download it,also don't forget to download rBits.inc include otherwise you'll face some errors while compiling the code...
By the way, after you download the file, open it up and then copy all content (CTRL + A -> to select all codes)(CTRL + C -> to copy them) and then close the file, after that go to your windows SAMP server, open it up and go to pawno folder open it and there you'll find an application called pawno.exe open it up, and open a new page then clear it and paste the codes you copied from the file you downloaded in it (CTRL + V -> paste them), and after you are done with these steps, go ahead and compile it and save it in the filterscripts folder and then close pawno.exe and go and open server.cfg and put behind FILTERSCRIPTS line the script name and you should be done.

ABOUT THE INCLUDE INSTALLATION: when you download rBits.inc it will be .txt format file, you need to switch it all the way to .inc, HOW? just go to pawno\include folder there you will find a bunch of .inc files such as a_samp.inc..etc,
here you just go and click on any .inc file and right click and copy it and paste the copied file in the same folder, for example, right click on a_samp.inc and click copy, when you're done go ahead and paste it in the folder, you'll notice a new file called a_samp - Copy.inc or a_samp(2).inc or something similar to this, all what you have to do is open the new inc file you got and remove all the codes in it and paste the rBits.inc codes in it, and then close it and save it, then right-click on it and change name of it to " rBits" and you are done.

EDIT: You can set any name you want.
When i compile the pawn, it's saying like that:

C:\Users\Gangsta\Desktop\smp\filterscripts\sqlite_ system.pwn(11) : fatal error 100: cannot read from file: "rBits"

Compilation aborted.Pawn compiler 3.2.3664 Copyright © 1997-2006, ITB CompuPhase
