That's their choice. They don't have to update to the latest RC as soon as it becomes available. Even so, I don't believe this RC is intended for widespread public use in the first place. As Kalcor stated, this version will probably remain in its RC stage for quite some time. Switching your live server to a beta build could very well completely cut a server's influx of new players off, so I don't blame other server owners for not being early adopters.
