I actually also wondered it, but it seems kinda legit after a bit of thinking
The third is a build and not a minor and increasing a minor will push too fast towards a major, which will mean samp is a stable application (which is like, never is?)
It is a build with a single major update, it doesn't improve or fix the existing underlying code so it doesn't actually change much, mods are a big push towards transforming roleplay and freeroam servers into a more realistic or innovative, but in terms of the application it is probably not much.
I guess we can expect 0.3.9 before 0.4
OT: You haven't stated the limits of the mods we can put on, file size, whether I (as a player) can flush the mod cache once it reaches a certain size or may I even deny all the mods all together?
