Usually I'd like factions being able to give out weaponry and drugs but for that you'll have to choose a faction that's worthy of it and not some typical street gang which I've seen a lot of servers do. If your server is just starting off then it's best if the administrators give out weaponry and drugs to worthy players. Also if the server is more of a light or medium roleplay server then giving the ability to craft guns or plant drugs would be convenient.
