Because they may change IP/hosting and move on, but the next customer of gaming hosting with that IP will have it blacklisted in "Hosted" tab, for example. Would you want to be legit customer without fake players, to purchase a server and get a blacklisted IP?
It would be nice to change the way SAMP handles fake players, to make it not possible to be done technically, if it's possible.
