There are easy and hard ways to allow players to connect to your server.
Easy Ways:
1. Port-forward your router with the actual port configuration (UDP/TCP): https://sampwiki.blast.hk/wiki/Port_Forwarding
2. Use (ultra-h.com) to test your server with friends.
3. Use Hamachi (https://www.vpn.net/) to test your server (by LAN) with your friends.
Hard Ways:
1. Buy a game server from OVH including Hosted Tab(not nessecary if you have small community).
