Answer these questions in order:
Q1. Which Windows version are you running?
Q2. Have you re-installed your Windows?
Q3. Have you installed SA-MP/ GTA-SA on it before?
Q4. Is this your first clean install or an another attempt?
The fix, in most cases is just renaming your San Andreas install folder (I've renamed it to GTA: San Andreas 2) and set SA-MP to use executable from that folder and it works. I've had these problems in Windows 7, 8 and 8.1 (current). Plus, the fix is available on YT, if you give your little spare time to it instead of your girlfriend
