Bullshit. Use Remote Console and there type "unbanip _ (your IP insted of _)", than type "reloadbans". Or (if you dont know your IP adress (it has changed of smth else...)) open samp.ban, find you name and near you will see your IP. Remove that string, and type in Remote Console "reloadbans". All is simple, and you dont need to restart your server.
