Basically speedshift or speedstep turns your voltages / core frequency up when doing tasks to allow your CPU to suck up more power. Those spikes can also be the cause of bottleneck but seeing your CPU I doubt that's the case.

Try downloading this and see if it still happens (you need asi loader)
